CDBG public hearing notice #2 – 03/09/17 @ 2PM

NOTICE OF PUBLIC HEARING

The County of Wise and the Wise County Public Service Authority will conduct a public hearing on Thursday, March 9, 2017, at 2:00 p.m., at the Wise County PSA office, 5622 Industrial Park Road, Norton, to solicit public input on a proposed Community Development Block Grant (CDBG) proposal to be submitted to the Virginia Department of Housing and Community Development for the Tacoma Sewer Project.  The proposed project will involve constructing a wastewater collection system in the Tacoma community, providing new public sewer service in a previously unserved area of Wise County situated along U.S. 58 Alt between the City of Norton and the Town of Coeburn.  All interested citizens are encouraged to attend.

A draft CDBG proposal or a project fact sheet will be presented for comment along with information on projected beneficiaries, including the number of low- and moderate-income residents to benefit from the proposed project, and plans to minimize displacement.  Citizens will also be given an opportunity to comment on the County’s past use of CDBG funds.  A fact sheet will also be available at LENOWISCO Planning District Commission, Duffield, VA.  For additional information, contact Jimmy Adkins at LENOWISCO, (276) 431-2206.

Winter Weather Preparedness Info

Prepare for Cold Weather

The way to avoid frostbite and hypothermia is to plan for extreme cold before it arrives.  Don't get caught unprepared.

  • Check the Forecast at weather.gov or your favorite weather app, station, etc.: Make checking the forecast part of your regular routine so you'll know when to expect cold weather.
  • Adjust Your Schedule: If possible, adjust your schedule to avoid being outside during the coldest part of the day, typically the early morning. Try to find a warm spot for your children while waiting for the school bus outside.
  • Protect Your Pets, Livestock and other Property: If you have pets or farm animals, make sure they have plenty of food and water, and are not overly exposed to extreme cold. Take precautions to ensure your water pipes do not freeze. Know the temperature thresholds of your plants and crops.
  • Fill up the tank: Make sure your car or vehicle has at least a half a tank of gas during extreme cold situations so that you can stay warm if you become stranded.
  • Dress for the outdoors even if you don't think you'll be out much.
  • Update Your Winter Car Survival Kit: Make sure your car survival kit has the following:
    • Jumper cables: might want to include flares or reflective triangle
    • Flashlights: with extra batteries
    • First Aid Kit: remember any necessary medications, baby formula and diapers if you have a small child
    • Food: non-perishable food such as canned food and a can opener, and protein rich foods like nuts and energy bars
    • Water: at least 1 gallon of water per person a day for at least 3 days
    • Basic toolkit: pliers, wrench, screwdriver
    • Pet supplies: food and water
    • Radio: battery or hand cranked
    • Cat litter or sand: for better tire traction
    • Shovel to dig out snow
    • Ice scraper for your windshild
    • Clothes: warm clothes, gloves, hat, sturdy boots, jacket and an extra change of clothes for the cold
    • Blankets or sleeping bags
    • Charged Cell Phone: and car charger

The Raven Rocks Fire is approximately 2,500 acres in size and is 90 percent contained.  The fire is located on Pine Mountain in the area south of Jenkins, KY and north of Pound, VA.

The West Chaparral fire is approximately 125 acres in size and containment efforts are ongoing. The fire is located on High Knob in the area north of Forest Road 704 (Mountain Fork road), and west of the Robinson Knob community.

Please be careful driving on roads along Pine Mountain near Pound, and Forest Road 238 and State Road 706 on High Knob, as smoke may impair visibility.  We ask that you slow down, watch out for smoke from the fire, and anticipate slow moving traffic.

There is a temporary restriction of open fires on the Clinch Ranger District of the George Washington and Jefferson National Forests.  Please remember that although specific hunting seasons are currently in effect, Virginia Department of Game and Inland Fisheries regulation prohibits hunting adjacent to a forest fire.

Due to Dry Weather Conditions

WHEREAS, lack of rainfall and precipitation received in the County during the month of October and  unseasonable high temperatures have caused grasslands and woodlands to be extremely dry causing a severe increase in fire risk throughout Wise County;  and

WHEREAS, the National Weather Service at Morristown, Tennessee contains that the normal rainfall for this month was below normal; and

WHEREAS, a fire is currently burning in the South Mountain section of the county; and

WHEREAS, uncontrolled, open fires pose a serious threat to life and property while the current dry conditions exist; and

WHEREAS, the Coordinator of Emergency Services, after consultation with Virginia Department of Forestry, recommends that an emergency declaration prohibiting any person to set fire to, or procure another to set fire to any woods, brush, logs, leaves, grass, debris, or other flammable material within the boundaries of Wise County, be adopted by the Board of Supervisors until fire risk is reduced; and

NOW, THEREFORE, BE IT RESOLVED that the Wise County Board of Supervisors does hereby accept the recommendation of the Coordinator of Emergency Services to issue a DECLARATION OF EMERGENCY DUE TO DRY WEATHER CONDITIONS in accordance with Section 44-146.21 and 15.2-922.1 of the Code of Virginia and hereby establishes a ban on open-air burning for the County of Wise until further and putting on alert the response and recovery programs of all applicable local and inter jurisdictional emergency operations plans should  activation be warranted.

BE IT FURTHER RESOLVED that this ban is effective at 6:00 p.m., Friday, November 4, 2016 and that it shall remain in effect until further notice by the Coordinator of Emergency Services.

The Wise County Board of Supervisors and Mountain Empire Community College will conduct a public hearing on Thursday, August 11, 2016 at 3 p.m., in the Conference Room of the Wise County Courthouse, Room 223, to solicit public input on a proposed Community Development Block Grant (CDBG) proposal to be submitted to the Virginia Department of Housing and Community Development for tuition assistance to aid individuals who do not qualify for financial aid, but wish to enroll in classes at Mountain Empire Community College to develop workforce skills needed by a new employer, Frontier Secure.

REQUEST FOR RELEASE OF FUNDS

On or about July 30, 2016, Wise County will submit a request to the Virginia Department of Housing and Community Development (DHCD) for the release of Virginia Department of Housing and Community Development  funds under  Title 1 of the Housing and Community Development Act of 1974, as amended (PL 93-383), to undertake a project known as Lower Guest River Sewer Line Extension Phase 2: Eisenhower Rd Project, for the purpose of providing wastewater services to the Lower Guest River community outside of Norton City in Wise County.

FINDING OF NO SIGNIFICANT IMPACT

The Wise County Board of Supervisors has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at the Wise County Courthouse in the County Administrator’s Office, located at 206 E. PUBLIC NOTICE

MAY 31, 2015 DEADLINE TO PAY COUNTY TAXES

The deadline to pay the first half of Wise County 2015 real estate taxes is May 31, 2015.

After the May 31st due date, penalty will be added to taxes that have not been paid.  The penalty is 10% or $2.00, whichever is greater; however, the penalty shall in no case exceed the amount of the original tax.  In addition, 5% interest per year will be charged beginning June 1, 2015.

Payments can be mailed to Wise County Treasurer, P O Box 1308, Wise VA 24293 or paid in person at the Wise County Treasurers’ Office located in Wise, during regular office hours of 8:00 a.m. to 4:30 p.m., Monday through Friday.

The Wise County Treasurer offers citizens the convenience of making tax payments at the following banks:

First Bank & Trust – in Wise and City of Norton;
Miners Exchange Banks – in Appalachia, Coeburn, St Paul, Wise and City of Norton;

Low-Interest Recovery Loans Available to Help SW Va Residents Affected By Winter Storms & Flooding – May 1-8, 2015

The Small Business Administration will be offering this loan program. To get the disaster assistance information you need, Wise County is encouraging you to visit the SBA disaster assistance center, which will open May 1st to the 8th. The location for the center is the Wise County Justice Center, 5605 Patriot Drive, Wise VA. Hours of operation will be Monday thru Friday 9AM to 6PM and Saturday 9AM to 1PM. The center will be closed on Sunday.

Low-Interest Recovery Loans Available to Help Southwest Virginia Residents Affected By Winter Storms and Flooding

RICHMOND – At the request of Governor Terry McAuliffe, the U.S. Small Business Administration (SBA) has made low-interest disaster loans available to homeowners, businesses and private, nonprofit organizations such as charities, churches and private universities in Southwest Virginia to help them recover from major damage sustained during February’s winter storms and subsequent flooding.

“More than 25 homes and businesses in Wise County were damaged by the severe winter storms and flooding, and the low-interest disaster recovery loans could assist many as they rebuild,” said Governor McAuliffe. “Virginia is committed to helping these communities get back on their feet on the heels of this disaster. My administration is working with members of the SBA to ensure that this assistance is handled in the most effective and efficient manner.”

Although the SBA request is approved for Wise County, Dickenson, Russell, Scott and Lee counties, and the city of Norton are also are eligible to apply for these loans, as they are contiguous to Wise County.

Loans up to $200,000 are available to homeowners to help repair or restore their primary home to its pre-disaster condition. Personal property loans are also available to provide homeowners or renters with up to $40,000 to help repair or replace personal property, such as clothing, furniture and automobiles lost in the disaster. In addition, businesses suffering damage could receive loans of up to $2 million to help repair or replace damaged property and provide working capital for economic injury.

The SBA will open a Disaster Loan Outreach Center (DLOC) at the Wise County Sheriff’s office (5605 Patriot Drive, Wise, VA) to assist local residents with the process of applying for the loans. The DLOC will open on Friday, May 1st, with hours of 9am-6pm on weekdays and 9am-1pm on Saturdays. The DLOC will be closed on Sunday.

SBA Offers Disaster Assistance to Residents of Virginia
Affected by the Severe Storms and Flooding

WASHINGTON – Virginia businesses and residents affected by the severe storms and flooding on February 14, 2015 through March 8, 2015, can apply for low-interest disaster loans from the U.S. Small Business Administration, SBA Administrator Maria Contreras-Sweet announced today.

Administrator Contreras-Sweet made the loans available in response to a letter from Gov. Terence R. McAuliffe on April 20, requesting a disaster declaration by the SBA.
The declaration covers Wise County and the adjacent counties of Dickenson, Lee, Russell, Scott and the City of Norton in Virginia; and Harlan, Letcher and Pike Kentucky.

“The SBA is strongly committed to providing the people of Virginia with the most effective and customer-focused response possible to assist businesses of all sizes, homeowners and renters with federal disaster loans,” said Administrator Contreras-Sweet. “Getting businesses and communities up and running after a disaster is our highest priority at SBA.”

SBA’s customer service representatives will be available at the Disaster Loan Outreach Center to answer questions about the disaster loan program and help individuals complete their applications.  The Center is located in the following community and is open as indicated:

“Businesses of any size and nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets,” said Carl Knoblock, SBA’s district director in Virginia.

For small businesses, small agricultural cooperatives, small aquaculture businesses and most private nonprofit organizations, the SBA offers Economic Injury Disaster Loans (EIDLs) to help meet working capital needs caused by the disaster.  EIDL assistance is available regardless of whether the business suffered any physical property damage.

“Loans up to $200,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for loans up to $40,000 to repair or replace damaged or destroyed personal property,” said Frank Skaggs, director of SBA’s Field Operations Center East in Atlanta.

Applicants may be eligible for a loan amount increase up to 20 percent of their physical damages, as verified by the SBA, to make improvements that help prevent the risk of future property damage caused by a similar disaster.

Interest rates are as low as 4 percent for businesses, 2.625 percent for nonprofit organizations, and 1.813 percent for homeowners and renters with terms up to 30 years.  Loan amount and terms are set by the SBA and are based on each applicant’s financial condition.

Applicants may apply online using the Electronic Loan Application (ELA) via SBA’s secure website at https://disasterloan.sba.gov/ela.

Businesses and individuals may also obtain information and loan applications by calling the SBA’s Customer Service Center at 1-800-659-2955 (1-800-877-8339 for the deaf and            hard-of-hearing), or by emailing disastercustomerservice@sba.gov. Loan applications can also be downloaded atwww.sba.gov/disaster. Completed applications should be returned to the center or mailed to: U.S. Small Business Administration, Processing and Disbursement Center, 14925 Kingsport Road, Fort Worth, TX 76155.

The filing deadline to return applications for physical property damage is June 29, 2015.  The deadline to return economic injury applications is January 28, 2016.

Wise County would like to thank all the volunteers that have helped residents with repairs and snow removal.  Wise County is continuing damage assessments for reporting to the State of Virginia.  Wise County residents will not be receiving monetary disbursements as part of this reporting.

Social Services is working with United Way as well as other volunteer agencies and will be taking applications for home repairs to living areas only as a result of the recent snow/flood event.  Residents may request assistance by calling Social Services at 276-328-8056.  Applications will be taken until March 20th, 2015.

Each situation will be assessed and there is no guarantee that assistance will be given.  Due to the high volume of these reports it will take some time to get to each assessment and repair.

The County of Wise and the Wise County Public Service Authority will conduct a public hearing on Thursday, March 12, 2015, at 4:00 p.m., in the Conference Room of the Wise County Courthouse, to solicit public input on a proposed Community Development Block Grant (CDBG) proposal to be submitted to the Virginia Department of Housing and Community Development for the Roda, Osaka and Stonega Sewer Project - Phase II. VDH NEWS RELEASE – Ebola Hotline Opened & Information Available Online – 10/24/2014

The Virginia Department of Health (VDH) opened an Ebola Hotline today to help answer questions from the public and provide the most up-to-date information to Virginians.

The number – 1-877-ASK-VDH3 (1-877-275-8343) – is available 24 hours a day, seven days a week. Virginia’s 211 Call Center will be handling these calls using frequently asked questions (FAQs) developed by VDH.

Additional questions from the public not on the FAQs list are added to the FAQ document on the VDH website daily. Any updates or changes in guidance are also included in that information. Updates and answers to the FAQs are also shared daily via the VDH website, Facebook and Twitter.

Rabies Clinic – 10/11/14 & 10/25/14

The Wise County Board of Supervisors in cooperation with the Wise County Health Department and the area veterinarians are having a rabies clinic on Saturday, October 11, 2014 and Saturday, October 25, 2014.  All dogs and cats four months old or older are required to be vaccinated against rabies.  The cost will be $8.00 per 1-year vaccination and $12.00 per 3-year vaccination on October 11.  Dr. Stidham will charge $15 per 1-year vaccination and $18.00 per 3-year vaccination on October 25.

Wise County Emergency Management is offering a free CERT, CPR and First Aid Course.  Upon the completion of the 20 hour course you will receive a free CERT, CPR and First Aid Certification.

Rural Homeowners May Qualify for Repair Loans and Grants

A rural homeowner whose home needs repairs may be eligible for a loan and/or grant from Rural Development.  The agency provides assistance to people who may not need or cannot afford a new house, but may require work done on their present house to bring it up to minimum standards, or to remove health or safety hazards from the dwelling.  Grants are made only to very low-income elderly homeowners, 62 year or older.  For more details on this program, see the Home Improvements Loans and Grants brochure Adobe Acrobat.

Wise County To Offer Prescription Drug Discount Card That Can Be Used by All Residents.

The cards, which will be available Feb. 1, 2010, may be used by ALL County Residents, regardless of age, income, or existing health coverage.  For more information see the Official News Release.  Cards may be picked up beginning Monday, Feb. 1, 2010 at most County offices in the Wise Courthouse, LPR Libraries, Wise County Health Dept. & the Wise County Dept. of Social Services.

On Thursday, May 21st, 2009, Wise County hosted a Wastewater / Clean Water / Community Development Summit at the University of Virginia's College at Wise.  The summit was the result of the expressed desire of Delegate Bud Phillips and the Department of Housing and Community Development Director, Bill Shelton, who view the importance of having representatives of the County, our towns, the City of Norton, the Wise County Public Service Authority, the C-N-W Wasterwater Authority, LENOWISCO Planning District Commission, and local engineering firms meet with officials from Richmond and local service offices to assist in evaluating wasterwater, clean water and other needs in Wise County and the City of Norton.

Speakers at the summit included representatives from the Virginia Department of Housing and Community Development, USDA Rural Development, the Virginia Department of Environmental Quality, the Virginia State Health Department, the State Water Control Board, Virginia Resources Authority, the Tobacco Commission and LENOWISCO Planning District Commission, as well as, elected officials who were present.

Wise County Commissioner of the Revenue announces assessment information technology upgrade EagleWeb.

Wise, Va. --- Wise County Commissioner of the Revenue Douglas Mullins, Jr. unveiled today a state of the art software technology upgrade that will provide online public information of real property records.

EagleWeb is cutting edge technology that empowers its users to access real property information that is by law readily available to the public.  It includes photos and sketches of structures, along with a listing of the property attributes, such as building detail and assessment.

Teen Citizens Emergency Response Training (CERT) classes offered

Wise County Office of Emergency Operations is now offering Teen Citizens Emergency Response Training (CERT) classes. The classes are free. Each successful participant will be given a free CERT kit. Our trainer will be meeting with officials from Wise County Schools to develop this program in the schools, as well as other youth organizations. Please contact Jane Bennett or Jason Custer, Trainer, by calling 276-328-8439. Locations will be determined as classes begin to form.

We are also offering adult CERT classes. The classes are 20 hours and can be arranged to accommodate your, or your organizations schedules. Please call Jane Bennett, EOC Coordinator on 276-328-8439 for additional information.
