Meet the GIO
Jessica R Swinney
Jessica
Renee Owens Swinney was appointed the Geographic Information
Officer July 1st, 2004. Prior to this appointment
she served as the Chief Information Officer (CIO) for the
Circuit Court Clerk's Office. Jessica has worked with Wise
County GIS since its inception in 1999. Jessica's seven
years experience working with the Wise County Circuit Court
Clerk as the Chief Information Officer (CIO) prepared her
for the current challenge.
Mrs. Swinney
has lead many of the court's information technology improvements
in her seven valuable years of public service to the citizens
of Wise County and Norton. The Certified Deputy Circuit
Court Clerk focused much of her dedicated energies to ensuring
various e-government applications benefiting the productivity
and efficiency of the clerk's office as well as unparalleled
public access to court indices, documents, maps and trial
court proceeding via the Internet advanced by the policies
of the clerk.
Working with
the clerk's office vendor MIXNET Corporation, Mrs. Swinney
has assisted in the research and development of Virginia
first web-based land conveyance document access system in
1999; Virginia first recordation of an electronic deed via
the Internet in 2000; Virginia's first electronic GIS with
a deed document layer linked to parcel maps in 2001; and
Virginia's first electronic Certificate of Satisfaction
filed by a private sector banking institution in 2002.
A professional,
Mrs. Swinney earned an undergraduate degree in Computer
Science in 1996 from East Tennessee State University prior
to commencing work with the Wise Circuit Court clerk's office.
She also earned a graduate degree in Organizational Management
from Tusculum College in Greenville, Tennessee while working
full-time in 1999. Mrs. Swinney also earned a certificate
in Geographic Information Systems from Mountain Empire Community
College using ESRI Arc View 3x and Arc View 8x software
programs and extensions in 2003.
Mrs. Swinney
is a graduate of the Wise County Forward program sponsored
by the Wise County Chamber of Commerce, Mrs. Swinney is
often making presentations to community groups about GIS
mapping.
Jessica
expects to become one of the first 500 individuals awarded
designation as GISP (www.gisci.org)
for the GIS Certification Institute in the fall of 2004.
Jessica
R Owens Swinney is a native of Big Stone Gap, Virginia graduating
from Powell Valley High School, she resides in Big Stone Gap
with her husband Pat and their son Owen.
