Wise County Commissioner of the Revenue Doug Mullins, Jr.
& Staff Earn Master Commissioner Designation.
The Virginia Commissioner of the Revenue Association recently designated Master Deputy Status to the following Wise County Commissioner staff: Deputy Commissioner Rose Mary Holbrook, Deputy Commissioner Rhonda Sturgill and Deputy Commissioner John Mullins. Along with his staff, Wise County Commissioner of the Revenue Doug Mullins, Jr. was awarded the designation of Master Commissioner.
To attain the master designation all deputies and commissioners throughout the Commonwealth must successfully complete a structured education curriculum through the Commissioner of the Revenue Association’s Career Development Program. The candidate must maintain educational and professional service requirements administered by the Weldon Cooper Center in accordance with the standards set forth by the Commissioner’s Association.
Master Commissioner designation is the highest attainable professional level recognized by the Commonwealth of Virginia for this Constitutional office. The Master’s program, generally takes over two years to complete. “The courses and exams were challenging, however, the insight into property assessment has been invaluable,” Doug Mullins commented. “Without question, the experience has prepared us to better serve the citizens of Wise County."
In an attempt to make the Career Development program more accessible, while reducing cost, Mullins appealed to the Association to utilize distance learning through the Commonwealth’s Community College compressed video classroom. Commissioner Mullins remarked, “The First President of the Association asked me if I could make the distance learning component of our education program happen. We launched our first course on March 28th of this year.” Mullins added, “And now, geographical equity exists for all who want to enroll in the program, and the cost is substantially reduced.” Commissioners and their deputies have less than a two hour drive to any community college, and overnight stay expenses are eliminated.
Mullins correlates good government to excellent public service. He noted, “Property valuation competency empowers my staff to offer the highest levels of professional service to the citizens of Wise County.” There are currently two other deputy commissioners enrolled in the program. “I encourage all of my staff to consider Career Development. They make their decisions based upon scheduling constraints.” Mullins pointed out, “This office appreciates and respects commitment to God and family first, then we make room for additional workload.”
The Master designation awards will be presented to Commissioner Doug Mullins and staff by the Wise County Board of Supervisors in July.
