The County Administrator, County Finance Administrator and the County Legal
Administrator jointly execute policies established by the Board of Supervisors or mandated by the Commonwealth of Virginia. Each of
the Administrators oversees management of particular County departments, represents the Board in
specified day-to-day County matters as assigned by the Board and reports directly to the Board of Supervisors.

County Administrator – The County Administrator is the Clerk of the Board of Supervisors. He/she manages the County's Economic & Community Development efforts, oversees the Public Works department including Refuse & Waste Collection/Disposal operations, as well as, supervises the County Administration office staff, the GIS Mapping department and Special Projects.
Shannon C. Scott
On February 12, 2009, the Wise County Board of Supervisors voted to hire Shannon Clay Scott as County Administrator. Mr. Scott, a long time Wise County resident, had previously served as Assistant County Administrator since August, 1989. Mr. Scott has also previously served as Interim County Administrator during various periods of vacancy in the position.
County Finance Administrator – The County Finance Administrator is responsible for management of the County's financial matters including the preparation and administration of the annual County budget. He/she supervises the Financial Mgmt. Assistant, Financial Secretary and the Automated Data Processing department.
David L. Cox, CPA
On February 12, 2009, the Wise County Board of Supervisors voted to hire David Lance Cox, CPA as County Finance Administrator. Mr. Cox is a resident of Big Stone Gap, VA and brings to the County a wealth of accounting and management experience. Mr. Cox is a certified public accountant, certified management accountant, and is also certified in financial management. Mr. Cox is responsible for the preparation and administration of the annual County budget.
County Legal Administrator – The County Legal Administrator represents the County in legal matters and supervises the Code Enforcement activities of the County including the Building/Zoning, Animal Control and Litter Control departments. He/she also supervises the Legal Assistant, Assistant Attorney and the Emergency Services and Maintenance departments.
