Board of Supervisors - June 28, 2017 Recessed Meeting

The Wise County Board of Supervisors met in a Recessed Meeting on Wednesday, June 28, 2017 @ 7:00 PM in the School Board Education Center located at 628 Lake Street in Wise.  The following members were present:

IN RE:  PUBLIC HEARING – CDBG GRANT PROPOSAL FOR VIRGINIA DRONE INNOVATION PROJECT

A public hearing was duly advertised for this date to receive citizens’ input on the proposed Community Development Block Grant (CDBG) proposal to be submitted to the Virginia Department of Housing and Community Development for the Virginia Drone Innovation Project.  The Virginia Drone Innovation Project proposal includes the following activities:

  • Development of comprehensive training courses on operating small-unmanned aviation vehicles (drones) and sensor equipment for students to meet market needs for a highly skilled drone labor workforce.

  • Development of a Train-the-Trainer Program to master the skills of specialized drone operation and sensor training.

  • A Demonstration Day with MECC to set-up and access resources to deliver the Train-the-Trainer Program.

  • Acquisition of hardware and software to carry-out the scope of the project.

There being no public comments regarding the proposed CDBG Grant proposal, the public hearing was closed.

IN RE:  ORDINANCE ON BEER & WINE SALES ON SUNDAY

Attorney Mullins explained that she has spoken with General Registrar Allison Robbins regarding the time frame for putting a referendum on the November ballot.  The Board would need to set a public hearing for August 3rd which would allow ample time to process the proposed referendum in a timely manner.   However, setting the public hearing for August 10, which is the regular Board meeting date, would get the referendum process completed in time if there were no delays with the Judge.   She suggested setting the public hearing on August 3rd to allow additional time for any unforeseen delays that may occur.

IN RE:  COMPREHENSIVE PLAN WORKSHOP

Attorney Mullins stated that she had spoken with Building and Zoning Administrator Robert Mullins, and he has talked with Big Stone Gap regarding the update of the Comprehensive Plan, and they have voiced their desire to participate in the discussions for restructuring the Plan.  Mr. Mullins suggested having the workshop in October rather than September to allow time for Big Stone Gap to participate.

After discussing possible dates for the workshop, a motion was made by Robby Robbins, seconded by Steve Bates, to set the workshop for Friday, September 15, 2017 at 9:00 AM in the conference room.  The motion was unanimously approved.

IN RE:  RESOLUTION – SCHOOL BOARD FY 2017/18 BUDGET

A motion was made by Steve Bates, seconded by Ronnie Shortt, to adopt the resolution approving the Wise County Public Schools FY 2017/18 budget by expenditure classification/category  as presented.  The motion was unanimously approved.

IN RE:  RESOLUTION – WISE COUNTY  FY 2017/18 BUDGET

A public hearing was held on June 28, 2017 to receive citizens’ comments regarding the proposed County FY 2017/18 Budget.  There were no public comments regarding the budget.

A motion was made by Ronnie Shortt, seconded by Robby Robbins, to adopt the resolution approving Wise County FY 2017/18 Budget as presented.

Supervisor Rivers voiced his concern regarding the Landfill Enterprise Fund and whether or not the fee being charged contractors is sufficient to cover the County’s cost.  The current fee is $35.00 per ton.

Finance Administrator David Cox stated that the fee is sufficient at this time but it may need to be increased in the FY 2018 budget cycle

Mr. Rivers also stated that he has heartburn over cutting the $100,000 for economic development.  He felt this money is needed to create jobs , and bring industry to Wise County.  He said he did not support the removal of those funds.   He reminded the Board that the IDA has been told if assistance is needed for IDA development projects that the Board will help with that funding.  Supervisor Meador agreed that cutting those funds was a slap in the face to the IDA.  

Other Board members noted that this was a cut that was needed to balance the budget, and they also agreed that the Board would assist the IDA if a project becomes available to grow our economy.

There being no further comments, the motion to approve the County’s FY 2017/18 budget was unanimously approved.

RESOLUTION #      -2017

IN RE:  APPROPRIATIONS – FIRST QUARTER

A motion was made by Robby Robbins, seconded by J. H. Rivers, to approve the first quarter appropriations as presented.  The motion was unanimously approved.

IN RE:  BUDGET AMENDMENTS

A motion was made by Robby Robbins, seconded by Fred Luntsford, to approve budget amendments # 20, 21, 22 and 23 as presented.  The motion was unanimously approved.

IN RE:  APPOINTMENT – WISE COUNTY TOURISM COMMITTEE

A motion was made by Robby Robbins, seconded by Dana Kilgore, to appoint Debra Wells to fill the unexpired term of Sarah McReynolds on the Wise County Tourism Committee.  The motion was unanimously approved.

IN RE:  CIRCUIT COURT CLERK – LAW CLERK POSITION

A motion was made by Robby Robbins, seconded by Ronnie Shortt, to authorize the Circuit Court Judge to fill the County funded Circuit Court Law Clerk position, which requires no new monies.  The motion was unanimously approved.

IN RE:  BOARD MEETING FOR JULY

A motion was made by Robby Robbins, seconded by Steve Bates, to cancel the July Board meeting.  The motion was unanimously approved.

IN RE:  BOARD MEETING FOR AUGUST

 A motion was made by Robby Robbins, seconded by Steve Bates, to hold the August Board meeting on Thursday, August 3, 2017 @ 6:00 PM in the School Board Education Center.  The motion was unanimously approved.

IN RE:  ORDINANCE ON SALE OF BEER & WINE

A motion was made by Fred Luntsford, seconded by Ronnie Shortt, to advertise a public hearing for August 3, 2017 at 6:00 PM on  a proposed referendum being placed on the ballot in November to amend the County’s ordinance on the  sale of beer and wine on Sunday.  The motion was unanimously approved.

IN RE:  E911 ROAD NAME ADDITION

A motion was made by J. H. Rivers, seconded by Virginia Meador, to advertise a public hearing on August 3, 2017 @ 6:00 PM on an  E-911 road name addition...  Faith Farms Ln… located off of Alleghany Road in Coeburn.  The motion was unanimously approved.

ADJOURN

A motion was made by Fred Luntsford, seconded by Robby Robbins, to adjourn the meeting at 7:25 PM.  The motion was unanimously approved.
