The Wise County Board of Supervisors met in a Recessed meeting on Thursday, April 30, 2009 at 5:00 p.m. in the Board of Supervisors meeting room located in the Wise County courthouse. The following were present:

IN RE: PRESENTATION – COUNTY BUDGET FY 2009/10
David Cox, Finance Administrator provided the Board with a power point presentation on the County budget for FY 2009/10 totaling $52.57 which is an increase of $6.06 million over last year’s budget. The proposed budget does not include any raises for County employees nor budgeting for any new employees. All departments have been cut at least 5% to 10% in office supplies, etc. to allow for a balanced budget.
It was questioned as to why the large increase from last year.
Mr. Scott explained that this increase included the landfill expansion, sewer infrastructure projects, increased contribution to the Regional Jail due to decrease in state funding, HVAC system for the Health Department, vehicles for the Sheriff’s Department, and a truck for Animal Control.
Mr. Cox reported that as of this afternoon the County has extra funding that was found in the landfill account due to having a starting balance in the Landfill Enterprise Fund. The prior Treasurer Rita Holbrook always added funding to the landfill account without exhausting the existing funds. The new Treasurer Delores Smith, before depositing more funds into the landfill account, chose to exhaust the existing funds and found that the landfill account needed $1.7 million less than anticipated for this year. Funding has accumulated in this fund over the past several years resulting in an additional surplus for the County this year.
Mr. Cox & Mr. Scott recommended that these funds be used as follows:
- Hike/bike Trail Big Stone Gap/Appalachia $150,000
- Comprehensive Services Funding – Dept. of Social Services 438,240
- Increase Recreational Authority Funding 10,000
- Eliminate loan requirement for General Fund Capital outlay on the following:
- Vehicles-Sheriff Dept $200,000
- Health Department HVAC 500,000
- Other General Fund Capital Outlays 163,000
- Landfill Cell-4 capital outlay 211,835
With there being several suggestions as to the use of these funds being found at the last hour and since the Board has not had the opportunity to digest the additional funds, a motion was made by Bob Adkins, seconded by Steve Bates, to recess the meeting until May 5, 2009 at 5:00 p.m. for further review of the proposed budget. The motion was unanimously approved.
