Board of Supervisors - January 3, 2008 Workshop Meeting

The Wise County Board of Supervisors met in a Workshop meeting on Thursday, January 3, 2008 at 6:00 p.m. in the Board of Supervisors meeting room located in the Wise County courthouse.  The following were present:

Shannon C. Scott – Assistant County Administrator
Karen T. Mullins – County Attorney
Annette Underwood – Executive Secretary

IN RE:  AGENDA

The following additions/deletions to the agenda were reviewed:

Delete from Roads and Highways

  • Resolution Six Year Secondary Construction Plan

Add to New Business

  • Resolution Supporting the proposed Carbon Capture Capable Technology for the Virginia City Hybrid Energy Center
  • Resolution in support of a multi-use trail system in Southwest Virginia
  • Authorize/ratify Ronald Shortt signing of checks until the signature plates arrive for the new chairman

There were no objections from Board members to make these changes to the agenda.

IN RE:  PUBLIC HEARING-FIVE (5) YEAR CIP

A public hearing was duly advertised for this date to receive citizens’ comments regarding the 5 Year Capital Improvements Plan (2009-2013) for Wise County.

There being no public comments, the public hearing was closed.

IN RE:  PUBLIC HEARING - E-911 ROAD NAME ADDITIONS

A public hearing was duly advertised for this date to receive citizens’ comments regarding the 19 E-911 road name additions.

There being no public comments, the public hearing was closed.

IN RE:  PUBLIC EXPRESSION

There was no one to speak during public expression.

IN RE:  ROADS AND HIGHWAYS

Jackie Christian addressed the Board in the absence of Residency Administrator T. G. Branson.

IN RE:  RESOLUTION SIX YEAR SECONDARY CONSTRUCTION PLAN

Mr. Christian noted that Mr. Branson asked that the resolution on the Six Year Construction Plan be moved to the February agenda because all the information has not been received for the Plan.

Board members provided needs in their districts for VDOT review.

IN RE:  CONSENT AGENDA REVIEWED

  • Set public hearing on February 7 @ 6:00 p.m. on budget amendment #41 (Transfer of school funding)
  • Third quarter appropriations

IN RE:  OTHER ITEMS REVIEWED

  • Resolution – cap the interest rates payday lenders can charge
  • Budget amendments #54 thru #62
  • Appointments

IN RE:  COUNTY ADMINISTRATOR’S REPORT

Administrator Skinner spoke briefly on the resolution supporting the proposed carbon capture capable technology for the Virginia City Hybrid Energy Center and asked the Board to consider it for adoption at its next meeting.

IN RE:  RESOLUTION – MULTI-USE TRAIL SYSTEM IN SOUTHWEST VIRGINIA

There was some discussion on the multi-use trail system and the potential benefits that could be reaped by Southwest Virginia.

Jack McClanahan, a resident of the Big Stone Gap area, addressed the Board regarding a proposed multi-use trail system in Southwest Virginia.  A multi-use trail system would include all-terrain vehicles, bikers, hikers, and horseback riders, making a significant economic impact on the southwest Virginia region.  This system, with proper planning and partnerships, could possibly allow for a multi-state trail system that connects trails in Virginia, Kentucky and West Virginia.  Mr. McClanahan voiced his support for a multi-use trail system in Southwest Virginia, since outdoor recreation is in much demand and would promote tourism in our region.
