Board of Supervisors - December 6, 2007 Workshop Meeting

The Wise County Board of Supervisors met in a Workshop meeting on Thursday, December 6, 2007 at 6:00 p.m. in the Board of Supervisors meeting room located in the Wise County courthouse.  The following were present:

PRAYER

Ray Wells led in prayer.

PLEDGE

All led in the pledge of allegiance to the flag.

AGENDA

There were no additions or deletions to the agenda.

PRESENTATION

Ray Wells, Commander for the Veterans of Foreign Wars, presented to Shannon Scott a Certificate for meritorious and distinguished service in furthering the aims and goals of the Veterans of Foreign Wars of the United States.  Mr. Wells further expressed to Mr. Scott the veterans’ appreciation for all he has done to honor them and the fallen comrades that gave the ultimate sacrifice. 

Mr. Scott voiced his appreciation for the certificate and recognized the Board of Supervisors for sponsoring the event each year.

IN RE:  MECC PRESENTATION

Dr. Suarez, President of MECC, provided the Board with an update on the activities and events at MECC.  A “Facts” sheet was given to each Board member with information regarding services and training with special attention given to the AIMS Program.  Dr. Suarez spoke briefly on the efforts that are being made for emergency preparedness.

IN RE:  PUBLIC HEARING – CONDITIONAL CHANGE OF USE –MARK DYKSTRA

A public hearing was duly advertised for this date to receive citizens’ comments regarding a request from Mark Dykstra dba Petra Land Co. for a Conditional Change of Use for a building located at 4346 Junction Road in Norton to be used for his business, a health spa and herb shop.

There was no opposition to the proposed Conditional Change of Use.

There being no further comments, the public hearing was closed.

IN RE:  PUBLIC HEARING – SECONDARY SIX-YEAR PLAN / SECONDARY SYSTEM CONSTRUCTION BUDGET

A joint public hearing between VDOT and Wise County Board of Supervisors was advertised for this date in accordance with Section 33.1-70.01 of the Code of Virginia to receive citizens’ comments on the proposed Secondary Six-Year Plan for FY 2008/2009 thru 2013/2014 in Wise County and on the Secondary System Construction Budget for FY 2008/2009.

Residency Administrator T. G. Branson reviewed each road project in the proposed Secondary Six-Year Plan and the Secondary System Construction Budget for FY 2008/09.

Mr. Branson stated that this plan is for secondary roads only.  He further noted that there may be some “left over” funds for one or two roads to be added to the plan.

There being no public comments, the public hearing was closed.

IN RE:  PUBLIC HEARING –CONDITIONAL CHANGE OF USE – HARDY MULLINS

A joint public hearing between the Wise County Planning Commission and the Wise County Board of Supervisors was duly advertised for this date to receive citizens’ comments regarding a request from Hardy Mullins for a Conditional Change of Use for approximately 2.179 acres located at 8906 Necessary Road in Wise for the purpose of constructing a duplex unit.

There was no public opposition to the proposed Conditional Change of Use.

There being no comments, the public hearing was closed.

RECESS

The Board took a brief recess at 6:30 p.m.

The meeting reconvened at 6:40 p.m.

IN RE:  PUBLIC EXPRESSION

Ms. Morris, representing the Wise County Chapter of the Virginia Organizing Project, ask the Board to place on its agenda a resolution requesting the General Assembly and the Governor of Virginia to take action to prevent exploitative payday lending practices in the Commonwealth and to cap the interest rates payday lenders at 36%.

Mr. Roberson, a resident of the Cranes Nest area, said he received a letter from Glen Skinner regarding the guidelines the County has for building bridges and also listed a number of bridges that were turned down for repairs because they did not qualify.  Mr. Roberson has questions regarding one of the bridges.

Since that was in Mr. Bates district, he asked Mr. Roberson to speak with Supervisor Bates after the meeting with his questions.

There being no further comments, the public expression period was closed.

 IN RE:  YOUTHBUILD

 The Board was given a brief overview of the YouthBuild Program and its benefits in helping to education the youth that have dropped out of school.  This program also trains them to meet life’s challenges.

IN RE:  ROADS AND HIGHWAYS

Residency Administrator T. G. Branson gave out responses from last month’s meeting.

IN RE:  RESOLUTION – ABANDONING  SECTION OF RT. 600

Residency Administrator T. G. Branson stated that no responses were received from the advertisement that the County was willing to hold a public hearing on the proposed abandonment of a section of Route 600 located in the Stonega area.

Board members provided needs in their districts for VDOT review.

COUNTY ATTORNEY’S REPORT

Attorney Mullins reported that she is in the process of preparing a modification to the declaration of emergency regarding fire risk and burn prohibition for the Director of Emergency Services signature.  In essence, this modification would allow and regulate certain open burning in Wise County.  She further noted that rain is in the forecast for the next several days and perhaps the burn ban can be addressed at the next meeting and be lifted all together.

Administrator Skinner reported on the following:

  • Legislative Reception --January 17 in Richmond
