HEARING
A
public hearing was duly advertised for this date to receive
citizens' comments regarding a proposed amendment to Wise
County Ordinance No. 1-1980 AN ORDINANCE CONCERNING MASSAGES
OR BATHS ADMINISTERED BY PERSONS OF THE OPPOSITE SEX: PROHIBITING
THE SAME WITH CERTAIN EXCEPTIONS AND PENALITIES FOR VIOLATION,
which provides an exemption from the opposite sex ban for
a licensed massage therapist.
Shane
Tucker, applicant for said amendment, informed the Board
that this would allow a licensed massage therapist to work
with the hospitals and doctors in meeting physical health
problems. Mr.
Tucker presented a copy of regulations from the Virginia
Board of Nursing, which governs the certification of a Massage
Therapist. He
further explained the many hours of training and programs
that must be completed before one can be certified to be
a massage therapist.

Cornett entered the meeting at this time.

A public
hearing was duly advertised for this date to receive citizens
comments on thirty (30) proposed E-911 road names.

HIGHWAYS
T.G.
Branson, Highway Resident Engineer, gave an update on construction
throughout the County.

RE: RESOLUTION
APPROVING SECONDARY ROAD SIX YEAR PLAN
Mr.
Branson asked the Board to approve the resolution approving
the Six Year Plan with the additions of Priority #11 Thru
Priority #14.
Edgar
Mullins asked that a letter or resolution be sent to the
Highway Commissioner and other appropriate personnel asking
their support in getting the street in front of the Municipal
Building in the Town of Appalachia widened for safety purposes.
Mr.
Branson advised that the Town of Appalachia must first ask
VDOT to address this problem before anything can be done.

ADMINISTRATOR'S REPORT
Administrator
Sealover presented a power point presentation on two scenarios
regarding the proposed Landfill Use Fee Replacement Ordinance:
a) flat fee; b) tipping fee.
He recommended to the Board that they set the fee
schedule by resolution rather than by ordinance.
He
noted that a written opinion is expected from the judges
sometime in December regarding the re-hearing requested
by the County Attorney on the Landfill Use Fee Ordinance.

There

Jeff
Salyers
asked that the Board consider letting Edgar Mullins be honorary
chairman for the month of December.
