Wise County Board of Supervisors met in a Recessed meeting
on Thursday, March 20, 2003, at 6:00 PM in the Board of
Supervisors meeting room.
The following were present:

Stallard gave a few comments regarding our men and women
in the armed forces wishing them well and a speedy end to
the war.

Adkins led the Board in prayer.

All
led in the pledge of allegiance to the flag.
IN
RE: REAL ESTATE TAX EXEMPTION
FOR ELDERLY AND DISABLED/ ORDINANCE AMENDMENT
A
public hearing was duly advertised for this date to receive
citizens' comments regarding a proposed amendment to the
Real Estate Tax Exemption for the Elderly and Disabled Ordinance.
There
was no one to speak for or against the proposed amendment.
There
being no comments, the public hearing was closed,
IN
RE: PUBLIC
HEARING /PROPOSED REAL PROPERTY TAX INCREASE
A
public hearing was duly advertised for this date to receive
citizens' comments regarding the County's intent to adopt
a tax rate of $0.48 per $100 of assessed value.
Thelma
Gilley, a resident of Powell Valley, told the Board they
need to clarify that this is a decrease in the property
tax rate but an increase in real estate taxes.
Stewart
Jessee voiced his support of the exemption for the elderly
and disabled.
Hugh
Kiser stated that with the recent increase in the tax assessment,
the tax break from the Board will give the citizens some
relief.
W.C.
Jackson, a resident of the Powell Valley area, ask the Board
to give the citizens a tax break because of the economic
slump, lots of elderly people, and many on fixed income.
There
being no one else to speak, the public hearing was closed.
IN RE: ELDERLY AND DISABLED
ORDINANCE # 3-1979 AMENDMENT
A
motion was made by Jeff Salyers, seconded by Betty Cornett,
to approve the amendment to the Real Estate Tax Exemption
for Elderly and Disabled ordinance to increase the income
eligibility limit to $32,000 and raise the exemption's maximum
to $150. The
motion was unanimously approved.

IN RE: RESOLUTION SETTING
THE PROPERTY TAX RATE
A
motion was made by Jeff Salyers, seconded by Virginia Meador,
to approve resolution setting the real property tax rate
at $0.48 per $100 of assessed value.
The motion was unanimously approved.

IN RE: LITTER CONTROL/SOLID
WASTE ORDINANCE #3-1975 AMENDMENT
A
motion was made by Virginia Meador, seconded by Bob Adkins,
to remove from table the proposed amendment to the Wise
County Solid Waste Ordinance Section 18-1 & 18-13 Litter
Control. The
motion was unanimously approved.
A
motion was made by Virginia Meador, seconded by Bob Adkins,
to approve the amendment to the Wise County Solid Waste
Ordinance Section 18-1 & 18-13 Litter Control as presented.
The motion was unanimously approved.

BOARD COMMENTS
There
was some discussion on the assessment of mined land and
forestry land.
Since
the recent heavy rains have taken such a heavy tole on roads,
bridges, and property throughout the County, stream maintenance
was discussed as a possible way of controlling this type
of damage.
Administrator
Sealover advised that funds will be forthcoming to do some
stream cleaning.
ADJOURN
There
being no further business, a motion was made by Bob Adkins,
seconded by Jeff Salyers, to adjourn the meeting.
The motion was unanimously approved.
