Board of Supervisors - December 6, 2001 Workshop Meeting

The Wise County Board of Supervisors met in a Workshop Meeting on Thursday, December 6, 2001, at 6:00 p.m. in the Board of Supervisors meeting room located in the Wise County courthouse.  The following were present:

Bob Adkins led the Board in prayer.

APPROVAL OF AGENDA

There was no additions or deletions to the agenda.

 

IN RE:  PUBLIC EXPRESSION

Ben Cooper, representing the Town of Appalachia, stated that he was unable to attend the Workshop that was held by the Board on Tuesday of this week regarding the landfill  tipping fee for the towns.  He voiced the Town of Appalachia's opposition to a tipping fee that would not be fair and equitable for town and county citizens.  He asked to be notified if another workshop is held on this matter.

There being no further comments, the public expression period was closed.

 

IN RE:  WISE COUNTY TOURISM COMMITTEE PRESENTATION

Geneva O'Quinn with the Heart of Appalachia Tourism Authority, spoke briefly on behalf of the Tourism Committee.  She gave a brief overview of the traveling expenses of the Authority.  She explained that the Chairman of the Tourism Committee had suggested that perhaps the Board of Supervisors could contribute some funding toward a brochure or a web site for the Tourism Committee from the Lodging Tax that could be used as a promoting tool for Wise County.

Joyce Payne, representing the Wise County Chamber of Commerce, gave a brief overview of the Chambers activities and the benefits that are reaped from their brochure.

 

IN RE:  PUBLIC HEARING/HOMETOWN PROPERTIES/REZONING

A public hearing was duly advertised for this date to receive citizen's comments regarding a rezoning request from David Wampler representing Hometown Properties, to rezone property located at l849 Wildcat Road for the purpose of operating a real estate business.

There being no one to speak regarding the rezoning request, the public hearing was closed.

 

IN RE:  PUBLIC HEARING/PEDRO TRUCKING /REZONING   

A public hearing was duly advertised for this date to receive citizen's comments regarding a rezoning request from Carroll Pannell representing Pedro Trucking to rezone property located at 6410 West Main Street in the Glamorgan Section of Wise for the purpose of building a garage for his trucking business.

There being no one to speak regarding the rezoning request, the public hearing was closed.

 

IN RE:  ROADS AND HIGHWAYS

T.G. Branson, Highway Resident Engineer, reviewed the following items:

1) Resolution-Amendment to Annual Plan for Roads and Bridges July 1, 2000 Through  June 30, 2001

2) Resolution Approving the 2002-2003 thru 2007-2008 Secondary Road Six Year Plan and Priority Listing

 

VDOT REMARKS

Board members presented several requests in their districts for Mr. Branson to review.

 

IN RE:  OTHER ITEMS REVIEWED

1) Consideration/Approval of Establishing Panel of Physicians for Diagnosis and Treatment of Workers Compensation Injuries

2) Budget Amendments/Transfers

a) Clerk of Circuit Court: #8- $3650.00-Records Preservation Grant

b) Clerk of Circuit Court: #9-$2500.00-Grant From Town of Pound to Fund Part-time Employees for the GIS Program

c) Amendment #10 - $9450.00 (flooding repairs) Deposit in Reserve for Emergencies/Contingency

d) Dept. of Social Services: #11 - $9056.00-CSA Administration Grant

e) Dept. of Social Services: #12 - $1,974.00 - VA  DSS Fuel Admin. Grant                                   

f)  Amendment #13 - (Enterprise Fund) $500 - Safety Grant From VML

g) Consideration/Approval of Transfers From Reserve For Emergencies/

Contingency (Enterprise Fund):

1) $4415 to Clerk of Circuit Court (Book Restoration)

2) $9500 to Commonwealth Attorney (Address Backlog of Cases)

IN RE:  PLAQUE FROM VACO/DONNIE DOWELL

Chairman Stallard presented a plaque to Donnie Dowell from VACo for serving as a member of the Board of Supervisors for ten years.
