A
motion was made by Bob Adkins, seconded by Doug Mullins,
to adopt the resolution adding Flanary Cove Road into the
secondary system of state highways.

REDUCTION/DARDEN DRIVE / WISE AREA
A
motion was made by Donnie Dowell, seconded by Jeff Salyers,
to request VDOT to do a speed study on Darden Drive from
the Town of Wise Corporation limit past the college.
The motion was unanimously approved.

RE: SECONDARY ROAD SIX YEAR PLAN
A
motion was made by Virginia Meador, seconded by Betty Cornett,
to hold a joint public hearing with VDOT on Thursday, November
1, 2001, at 6:00 p.m. to receive citizens' input on the
proposed revision of the Secondary Roads Six-Year Plan.
The motion was unanimously approved.

SHARING FUNDING
A
motion was made by Doug Mullins, seconded by Jeff Salyers,
to approve the distribution of the 2001-2002 Revenue Sharing
Funds ($1,000,000) to the improvements of the LP Airport
road as presented by Highway Resident Engineer T. G. Branson.
The motion was unanimously approved.

APPROVING AMENDMENT TO ANNUAL PLAN FOR ROADS AND BRIDGES
A
motion was made by Jeff Salyers, seconded by Bob Adkins,
to adopt the resolution approving an amendment to the Annual
Plan for Roads and Bridges for the period of July 1, 2000
thru June 30, 2001 as presented by VDOT.

Wise County.

Board members presented requests from their constituents

MANAGEMENT PROGRAM ORDINANCE
A
public hearing was held on October 4 to receive citizens'
input regarding a proposed Records Management Program Ordinance.
There was no one to speak for or against the proposed
ordinance.

motion was made by Jeff Salyers, seconded by Virginia Meador,
to adopt the Records Management Program Ordinance for Wise
County. The
motion was unanimously approved.

Regional Juvenile Detention Facilities Task Force.

motion was made by Bob Adkins, seconded by Jeff Salyers,
to appoint Fred Pack to the Wise County Redevelopment &
Housing Authority.

RE: RESOLUTION
APPROVING THE SUPPORT AGREEMENT FOR INTERIM FINANCING FOR
THE REGIONAL JAIL
There
was some discussion on the funding for the proposed regional
jail. Chairman Stallard noted that there is not much encouragement
for receiving funding for this project.
After
further discussion, a motion was made by Bob Adkins, seconded
by Doug Mullins, to approve the resolution approving the
support agreement for interim financing for the regional
jail with the stipulation that control will be placed on
spending until the funding has been approved.

RE: SOCIAL
SERVICES BUDGET AMENDMENT
This
is a budget amendment that will increase the County General
Fund revenues and the allocation to the Department of Social
Services in the amount of $8,000 through a CDC Quality Initiative
Grant.
A
motion was made by Jeff Salyers, seconded by Donnie Dowell,
to approve the #4 budget amendment in the amount of $8,000
(CDC Quality Initiative Grant) for the Department of Social
Services with no required local funding.
The motion was unanimously approved.

RE: SOUTHWEST
VIRGINIA COMMUNITY CORRECTIONS BUDGET AMENDMENT
In
August, the Board approved Southwest Virginia Community
Corrections' request that the County act as their fiscal
agent. This would amend the County budget by adding their
revenues and expenditures for the remainder of this fiscal
year, (approximately $367,000).
The County would also manage their fund balance (approximately
$54,000) for a 1% handling fee for being their fiscal agent.
A
motion was made by Bob Adkins, seconded by Jeff Salyers,
to approve budget amendment #5 that would add Southwest
Virginia Community Corrections to the County budget as presented
by the County Administrator. The
motion was unanimously approved.

SECOND QUARTER
A
motion was made by Donnie Dowell, seconded by Jeff Salyers,
to approve the second quarter appropriations as presented.
The motion was unanimously approved.

RE: APPROPRIATION
FROM INMATE PHONE COMMISSION FUND
A
motion was made by Betty Cornett, seconded by Virginia Meador,
to appropriate funds in the amount of $7,675.00 from the
Inmate Phone Commission fund to purchase monitors and cameras
to be used for the security of the jail.

PROJECT - RESIDENTIAL ANTI-DISPLACEMENT AND RELOCATION ASSISTANCE
PLAN
A
motion was made by Doug Mullins, seconded by Bob Adkins,
to authorize the County Administrator to sign the Residential
Anti-Displacement and Relocation Assistance Plan for the
Derby CDBG Project.

of building permit fees for properties damaged/destroyed
by flooding in July/August.

to authorize the County Administrator to file an application
to access FY 2001 Local Law Enforcement Block Grant Funds
for the Sheriff's Department.
The motion was unanimously approved.

POLICIES AMENDMENT (SUGGESTIONS)
A
motion was made by Jeff Salyers, seconded by Betty Cornett,
to approve the proposed amendment to the County's Personnel
Policies - Section 7.1 (Suggestions) as presented by the
County Administrator.

ELDERLY AND DISABLED PERSONS ORDINANCE

motion was made by Donnie Dowell, seconded by Bob Adkins,
to hold a public hearing on November 1, 2001, at 6:00 p.m.
to receive citizens' comments regarding a proposed amendment
to Wise County's Real Estate Tax Exemption for Elderly and
Disabled Persons Ordinance.
Betty
Cornett made a substitute motion to get a legislation change
whereby all of the elderly and disabled would get this proposed
exemption.
After
further discussion, Ms. Cornett withdrew her substitution.
Chairman
Stallard asked for a vote on the main motion to hold a public
hearing on November 1 at 6:00 p.m. regarding a proposed
amendment to Wise County's Real Estate Tax Exemption for
Elderly and Disabled Persons Ordinance.
The
motion was unanimously approved.

Administrator
Sealover gave Board members a status report on the County's
revenues through the month of September.

ADMINISTRATOR'S REPORT
No
report this month.

RE: COUNTY
ATTORNEY'S REPORT
Attorney
Mullins presented the Board with a copy of information that
she received at the Attorney's Association meeting held
in Roanoke last month.
She reported that she had filed the necessary deed
notations for the Penn Virginia Property on which the Appalachia
Landfill was closed.
This deed notation is required by DEQ.
BOARD
COMMENTS
There
were some comments regarding elk hunting in Wise County
and courthouse security.

The
Board took a brief recess at 7:05 p.m.
The
meeting reconvened at 7:15 p.m.

motion was made by Jeff Salyers, seconded by Betty Cornett,
to go into closed session for consultation with legal counsel
for potential litigation as permitted by Section 2.1-344A.7
of the Code of Virginia.
The motion was unanimously approved.

a brief closed session, a motion was made by Bob Adkins,
seconded by Jeff Salyers, to reconvene the regular meeting.
The motion was unanimously approved.
