Elmer Phillips voiced his opposition to those living in rural areas, the elderly and disabled having to pay the landfill use fee.

IN RE:  PUBLIC HEARING/ORDINANCE FOR RECORDS MANAGEMENT PROGRAM

A public hearing was duly advertised for this date to receive citizens' comments regarding a proposed ordinance for Records Management Program.

Chairman Stallard asked for comments from the floor.

There being no comments the public hearing was closed.

IN RE:  ROADS AND HIGHWAYS

Resident Engineer T. G. Branson reviewed the following:

1. Resolution Rural Addition Request

2. Lower Speed Limit on Darden Drive from Town Limits past UVA's College

3. Revenue Sharing Worksheet was reviewed

4. Reviewed Worksheet Regarding FY Ending June 30, 2001 Coal & Gas Road Improvement Fund

5. Reviewed information sheet on collections-Wise County Coal & Gas Severance Tax Road Improvement Fund (7-1-2000 thru 6-30-2001)

VDOT REMARKS

Mr. Branson gave a brief update on improvements throughout Wise County.

Board members gave Mr. Branson several requests from their constituents to be reviewed for possible improvements.

IN RE:  RESOLUTION APPROVING THE SUPPORT AGREEMENT FOR INTERIM FINANCING FOR THE REGIONAL JAIL

David Rose, Financial Advisor representative of Davenport and Company LLC and Ferris, Baker, Water, gave a power point presentation on the proposed regional jail which included a review of the Board's responsibility for Interim Financing (16.83%) or $185,130.00.
